Prior to a public hearing, planning department staff investigate your application by reviewing the case file (e.g., application, supplemental questions, exhibits),  visit your property,  observe the community that surrounds your property,  and research relevant Code provisions, General Plan policies, and Planning Department procedures.

Then,  planning staff prepares a report of their conclusions to assist the Hearing Officer or decision maker in understanding the proposed project and requested entitlement(s).   However,  the report is NOT made available to applicants, representatives, or the general public.

This leaves you and the public only two options to learn about the report and your project – either spend upwards of a day at the Planning Department to sort through the case file and try to understand the material and/or attend the public hearing.

Legal Posting on the Property 

The City of Los Angeles requires onsite posting (CP-7762) of the Notice of Public Hearing prior to Design Review Board Review and public hearings conducted by Zoning Administrators, Hearing Officers, Area Planning Commissions, and City Planning Commission.

Several Neighborhood Councils require applicants to mail notices, but posting could be used to save time and money while substantially improving the public’s understanding of the project.
